Analysis: No turning back for Obama on Afghan war (AP)

WASHINGTON ? We're getting out.

No more presidential talk of decisions based on conditions on the ground. No benchmarks to measure. No maybes at all.

Determined to pull the United States out of the war in Afghanistan, President Barack Obama deliberately left out any wiggle room in declaring that a methodical withdrawal has begun. His speech to the nation on Wednesday, a turning point in a fight most Americans don't want, abandoned the caveats that commanders in chief often reserve for a war still being fought.

Why? Because Obama wants Kabul and the American electorate to know there will be no turning back. This combat mission will be over by the end of 2014.

After that, the United States will have forces in Afghanistan for counterterrorism missions and advisory support. Just how many is still to be negotiated with the Afghan government and perhaps the next U.S. president, whether that's Obama or not. The White House is looking at a number in the range of 5,000 to 20,000, far fewer than the 100,000 U.S. troops there now.

Several factors led Obama to settle on a fast pace for withdrawal and an unequivocal tone.

Mainly, he sees a military mission accomplished, without ever using those words. Yet the political context also has changed significantly. A sovereign Afghanistan has tired of the U.S. presence, the financial toll of the war has become entangled with the U.S. debt debate, and people in the U.S. long for an exit.

As U.S. troops start coming home in July, with more than 30,000 pulling out by September 2012, Obama's emphasis has narrowed. Just as he looked homeward when he ended the combat mission in Iraq, Obama is talking less about boosting the Afghan people and more about helping struggling Americans.

"We won't try to make Afghanistan a perfect place," the president said in his speech. "We will not police its streets or patrol its mountains indefinitely. That is the responsibility of the Afghan government."

That, not surprisingly, is what an economy-focused voting public wants to hear.

When President George W. Bush announced the U.S.-led invasion in October 2001 in response to the Sept. 11 attacks, he warned Americans that their patience would be tested "in the months ahead."

Turns out the combat mission is on pace to stretch 13 years and expanded under Obama, until now.

Obama will go before the voters in November 2012 with more than double the amount of troops in Afghanistan than were there when he took office. Yet he will say that he is the president who accelerated the end of two wars.

Americans chiefly see Afghanistan as the home base of the terrorists who attacked America, and both Bush and Obama were driven to prevent that opportunity again. To regain control of the war, Obama in late 2009 ordered in more than 30,000 extra troops to Afghanistan, but always with an eye toward their withdrawal starting this July.

Overruling his military commanders, Obama decided to bring back all the extra troops by about the middle of next year. He attributed his move to the diminished state of the Taliban, better training of Afghan forces, though their capability remains in doubt, and blows against al-Qaida in neighboring Pakistan.

For Americans consumed with matters at home, all that talk of progress was measured in one moment, when U.S. Navy SEALs killed al-Qaida leader Osama bin Laden in Pakistan.

"We pummeled al-Qaida," Obama told donors in New York City on Thursday, using freer language than he had in his White House address a night earlier. "We took out bin Laden."

Obama's military advisers acknowledged they had not wanted to pull troops out nearly so fast. "The president's decisions are more aggressive and incur more risk than I was originally prepared to accept," said Adm. Mike Mullen, chairman of the Joint Chiefs of Staff.

Some political voices still push for a slower withdrawal and warn that Afghanistan could slip back into a haven for terrorism, but they make up a lonely minority.

This decision is done.

Obama did leave the military leeway on how and from where the troops would be pulled out. But he intentionally left out any mention of reviewing the withdrawal based on conditions on the ground.

Instead he set clear markers: 10,000 of the extra troops out in 2011, the remaining 23,000 or so out by summer of 2012.

It was meant to signal to everyone that the transition to Afghan control is serious.

So is the deadline of turning over control of all Afghan security to Afghanistan by the end of 2014, as agreed to by NATO countries last year. Obama said that leaders of NATO nations would review how to proceed with the withdrawal next May during a summit in Chicago.

"We don't foresee a situation that would affect the fundamental direction here, which is we are moving to a reduced footprint," said Obama deputy national security adviser Ben Rhodes.

The public mood has been headed in the same direction.

As recently as January 2009, about the time that Obama took office, only 26 percent of Americans said they wanted the number of U.S. forces in Afghanistan to be decreased, according to a CBS News poll. That number has soared to 64 percent.

Pessimism about the U.S. economic recovery has taken hold, and Obama knows it.

When Obama unveiled his Afghanistan-Pakistan strategy in March 2009, he warned about the temptation of cutting aid for Afghanistan's civil rebuilding effort during economically hard times in the United States. "Make no mistake," he said. "Our efforts will fail in Afghanistan and Pakistan if we don't invest in their future."

By December 2009 when he announced the surge, Obama's language about all that was much leaner. He admonished Afghan President Hamid Karzai about corruption in his ranks and said of U.S. financial support: "The days of providing a blank check are over."

In his announcement last week, Obama spoke of building America's public works, not Afghanistan's.

"His trajectory is, quite frankly, a sobering embrace of reality," said Christine Fair, a political scientist at Georgetown University's Center for Peace and Security Studies who closely follows Afghanistan and Pakistan.

"He's reconciling his constraints, the limited stomach for this in the United States, the fact that we are broke, and the fact that our partners in Pakistan are not really partners. You have to make trade-offs, and he's trying to make the best trade-offs he can."

The Food and Drug Administration announced last week it was implementing new rules and regulations regarding the labels found on all non-prescription sunscreens. According to the New York Times, the move follows decades of research into the efficacy of various kinds of sunscreen in preventing sunburn, skin cancer, and premature skin aging.

Most companies must comply with the new labeling rules by next year. Smaller manufacturers have up to two years to comply. Gone are the notions that any sunscreens are truly waterproof, or that they automatically protect against all the sun's rays. Instead, companies will be required to prove to the FDA just how effective their product is before being able to label it certain ways.

While some applauded the new rules, which took more than three decades to materialize, there have been some very vocal critics of the new system. Watchdog groups like the Environmental Working Group and others have maintained that the new bar for sunscreens is set so low that up to 80 percent of the sunscreens already on the market will easily pass the FDA's tests, even though they would fail European standards for protection against UVA, the type of rays that cause skin cancer.

Here are some facts related to the FDA's new rules about sunscreen labels.

* Under the new rules, any sunscreen that has an SPF of 15 or below will be required to carry a warning label. This warning will caution consumers that the product has been proved effective only in preventing sunburn, not skin cancer or premature aging of the skin.

* If a sunscreen cannot be proved to be "broad spectrum," that is, to protect against both UVB and UVA rays, it must carry the same warning as low-SPF sunscreens.

* Manufacturers can no longer label sunscreens with tags like "waterproof," "sweatproof," or "instant protection." The FDA has determined that these labels are exaggerations of a product's effectiveness, and such claims are not possible in practical use.

* Gone is the ability of a manufacturer to label a sunscreen at a higher SPF than 50. The FDA has determined that there isn't enough evidence that a higher SPF than 50 provides any more protection. From now on, any sunscreen that claims to have a higher than 50 SPF can only label itself "SPF 50+."

* "Water-resistant" claims have now been split into one of two categories: "40 minute" and "80 minute." This pertains only to a sunscreen's ability to resist coming off when the consumer is either swimming or sweating. "Waterproof" is no longer an allowed designation. Sunscreens that are not water-resistant will be required to state that in the new factbox required to be on every package.

* Sunscreens will now be required to have a "drug facts" box on the package just like all other over-the-counter medications.

Debt talks collapse, Republicans walk out over taxes (Reuters)

WASHINGTON (Reuters) ? U.S. budget talks collapsed on Thursday after Republican negotiators walked out, throwing doubt on Washington's ability to reach a deal that would allow the government to keep borrowing and avoid a debt default.

Representative Eric Cantor, the No. 2 Republican in the House of Representatives, said participants had identified trillions of dollars in potential spending cuts but were deadlocked over tax increases sought by Democrats. Republican Senator Jon Kyl also pulled out, according to an aide.

"Regardless of the progress that has been made, the tax issue must be resolved before discussions can continue," Cantor said in a statement.

House Speaker John Boehner, the top Republican in Washington, said Democrats must take tax hikes off the table.

"These conversations could continue if they take the tax hikes out of the conversation," Boehner said.

Negotiators had hoped to reach a budget deal by next week that would give lawmakers political cover to raise the $14.3 trillion debt ceiling before the Treasury Department runs out of money to pay the country's bills.

Default could occur if Congress does not act by August 2, pushing the United States back into recession and sending markets plunging around the globe.

So far, that possibility hasn't affected bond markets as investors focus on other news and assume that Washington will ultimately strike a deal. But that probably won't come until the last minute, analysts said.

The talks are "not dead but they are on life support," said Greg Valliere, a political analyst for investors at Potomac Research Group. "This is going to look ugly for the next few weeks."

DEAL NOT NECESSARILY OUT OF REACH

Vice President Joe Biden was still scheduled to come to Capitol Hill on Thursday, where he will meet with fellow Democrats now that the two Republican members of his deficit-cutting group have dropped out.

The breakdown in talks does not mean that a deal is out of reach. Participants had expected Boehner and President Barack Obama to handle the final negotiations -- a step that now may occur sooner than anticipated.

Cantor had given little indication that the talks had hit a wall. After Wednesday's session, he said he looked forward to talks on Thursday and Friday and indicated that the group was making progress.

"Obviously if we weren't, we wouldn't be meeting again," he told reporters.

His withdrawal caught Democrats by surprise, coming as Obama met with House Democratic leaders at the White House before the afternoon's negotiating session.

"Until our Republican colleagues are more concerned about our need to reduce the deficit than what Grover Norquist has to say, we will have a difficult time," said Democratic Representative Chris Van Hollen, referring to a prominent anti-tax activist.

Republicans have said from the outset that any tax increases will not pass the House. But Democrats thought wiggle room might be possible after Senate Republicans voted to close a tax break for ethanol last week, defying Norquist and other anti-tax activists.

In recent sessions, Democrats have pressed to close a wide range of tax breaks, from oil and gas subsidies to breaks that benefit wealthy individuals. Negotiators had reached tentative agreement on cuts to health benefits, annual spending, other benefits like farm subsidies and tuition aid, and automatic limits on future spending, according to an aide familiar with the discussions. But Democrats would not relent on taxes, the aide said.

REPUBLICANS MAY NOT HAVE THE VOTES

Republicans may not have enough votes to pass a deal through the House in any case, as many newly elected conservatives feel little urge to compromise.

That means Boehner may have to rely on Democratic votes, and Democrats will insist that tax increases must be part of the deal, one lawmaker said.

"I think we walk away unless there's some revenue raisers," Democratic Representative Allyson Schwartz said at a breakfast event hosted by Third Way, a centrist think tank. "It is going to take a bipartisan effort to get this done. That's something Republicans need to realize and we're not there yet."

The decision to leave the talks may be an effort to buy some breathing room from his right flank, one analyst said.

"One can hope Cantor, by leaving the talks, is just trying to shore up his reputation with the hotheads in the House before actually coming to an agreement," said Cary Leahey, managing director of Decision Economics in New York.

Cantor and Boehner may need to allow a debt-ceiling vote to fail before they can craft a compromise, budget expert Stan Collender said. That could provide a jolt to markets akin to the failed bank bailout vote of 2008, which caused the Dow Jones Industrial Average to drop 800 points.

"There may need to be a negative market reaction to that vote to get Republicans to move from their current position," said Collender, a budget analyst with Qorvis Communications.

One Democratic aide said Cantor recognizes that tax increases will have to ultimately be part of any deal but that he did not want to be the one to say so.

"Cantor just threw Boehner under the bus," the aide said.

Fukushima raises questions about new Finnish reactor (AFP)

OLKILUOTO, Finland (AFP) ? More than 5,000 hard-hat workers swarm over a sprawling nuclear facility in western Finland to build OL3 -- touted as the safest nuclear reactor in the world -- a claim which has come under scrutiny following Japan's nuclear disaster.

"Fukushima raised questions. The first one of course is whether such extreme natural phenomena have been taken into account here," says Jorma Sandberg, the head of risk analysis at Finland's Nuclear Safety Authority (STUK).

Japan's deadly earthquake and tsunami and subsequent nuclear disaster have sparked a world-wide re-assessment of reactor safety measures, prompting for instance Germany's decision to phase out all its nuclear reactors within the next decade.

In Finland, scrutiny falls especially on the construction of OL3, which raises questions because it will be the first so-called third generation reactor.

"It's true it has all the newest systems, but we don't know much about them in the sense that they haven't been used before, especially all the automation there," Sandberg says.

Critics like Greenpeace are calling for immediate structural changes, which they say can be made easily while the plant is still being built.

Most of the construction is done however, and the domed reactor core building is rising slowly over Olkiluoto island.

Thousands labour in its labyrinth of corridors and scaffolding, turning 320,000 cubic metres of concrete and five times the Eiffel Tower's steel into what, according to power company TVO, will be the most advanced nuclear reactor the world has ever seen.

"OL3 has taken safety planning further than any other nuclear reactor. There are the parallel systems, separate systems, duplicated systems, so that even if something happens that we hadn't thought of ... we can catch up to the problem and manage it," says Esa Mannola, the head of nuclear safety at TVO.

TVO, which runs two of Finland's four existing reactors, commissioned French nuclear specialist Areva to build OL3 based on cutting-edge third generation European Pressurised Reactor (EPR) technology.

But since the nuclear disaster at Fukushima, critics like Greenpeace have been demanding immediate structural changes to OL3 to address concerns raised by the disaster.

"The backup generators should not be at sea-level or at the same level as the reactors, and the control room of the nuclear power plant should be far enough away from the reactor that radiation from an accident would not prevent people from going there," insists Greenpeace energy expert Jehki Haerkoenen, listing some of the elements that contributed to Japan's accident.

The disaster left nearly 25,000 people dead or missing, and knocked out cooling systems at the Fukushima nuclear power plant, leading reactors to overheat and triggering the worst nuclear crisis since Chernobyl 25 years ago.

In a post-Fukushima risk survey released May 16, the nuclear safety agency STUK concluded there were no immediate changes needed to OL3.

The agency said however it was looking at whether access to the Olkiluoto reactors or any of its numerous backup systems could be prevented by severe storms, heavy snowfall, floods, or other natural phenomena native to Finland.

If any changes are recommended, it would likely further delay OL3's construction, which is already running years late and reportedly billions of euros (dollars) over budget.

The reactor was initially supposed to be operational in 2009, but TVO says now it won't be hooked up to the electricity grid until the beginning of 2013.

TVO's Mannola meanwhile insists the Fukushima accident is not likely to spark any major changes to OL3.

In addition to having four completely separate backup power solutions, where Fukushima had only two per reactor, OL3's reactor building can withstand the impact of a plane and also contain most of the radiation if the core were to melt, he says.

Greenpeace's Haerkoenen however maintains that spent fuel, which he says is poorly protected at OL3, is just as dangerous as active fuel rods.

"Used uranium should be protected in the same way as the reactor," he says, saying changes like this will be "practically impossible" once the reactor is in use.

Much of the main machinery is already in place, such as the two giant steam generators that loom over the massive hole that constitutes the reactor pressure vessel -- the space that will eventually hold 320 tonnes of enriched uranium.

Sandberg of STUK says the level of safety at OL3 looks good, but said more study is needed.

"What we need is to look at these issues in peace, and not leap to conclusions," he says.

During his time out of office, William Hague established a reputation as a successful historian, with weighty biographies of William Pitt the Younger and the anti-slavery campaigner William Wilberforce to his name. So when he describes the Arab Spring as "the main event we have experienced so far in this century", he deserves to be taken seriously.

Mr Hague argues that the process of change which began with the revolutions in Tunisia and Egypt will have a greater long-term impact than either the al-Qaeda attacks of 9/11 or the financial crisis of 2008.

The premise for his analysis - which he first laid out in a set-piece speech at the Mansion House in the City of London last month, and developed further in an extended BBC interview - is that the Arab Spring is about universal values and not just about power.

That naturally invites comparisons with the revolutions of 1989, which brought down the communist regimes of Central and Eastern Europe.

There is one obvious difference between what happened in Poland and Hungary two decades ago and what is happening in North Africa and the Middle East today. The anti-communist revolutions were - mostly - peaceful and succeeded very quickly, but the bitter and violent struggles in Syria, Libya and Yemen point to a much rougher and more uncertain process.

Mr Hague conceeds that it will take "a generation" to work through, and that "some countries are bound to go through several convulsions on this journey".

Charles Tripp, professor of Middle Eastern politics at London University's School of Oriental and African Studies (Soas), suggests another distinction between the two sets of revolutions which could turn out to be equally significant.

The protesters who brought down Soviet client-regimes in 1989 were fired by enthusiasm for free and open markets as well as the desire for free and open politics. The contrast between the pinched lives so many of them lived under communism and the prosperity of Western Europeans was all too apparent.

But Egyptians and Tunisians have already experienced a version of free-market economics, and instead of delivering prosperity it has deepened inequalities and led to corruption and crony capitalism.

"The key difference between what you've seen in the Arab world and in Europe in 1989," says Prof Tripp, "is in some ways this is a revolt against what privatisation and economic liberalisation have done to these economies over the last 20 years, which has been terrible."

But Mr Hague insists that free-market economics hold the key to the future of North Africa and the Middle East. In his Mansion House speech, he floated the idea of a free-trade area embracing Europe and the Arab world, "leading eventually to a customs union".

"We believe," he said, "it is time for our generation to offer its own hand of friendship to the people of the countries on the southern borders of Europe."

The proposal represents a significant shift in Mr Hague's thinking and a real challenge to the European Union.

Mr Hague served as leader of the Conservative Party for four years after its defeat by Tony Blair's New Labour Party in 1997.

It was a period of bitter in-fighting among the Tories, much of it over Britain's relationship with the European Union, and Mr Hague was on the Eurosceptic side of the debate.

He fought (and lost) the 2001 General Election on a pledge to protect the pound.

There was a hint of that Eurosceptic past when he laid out a new strategy for British foreign policy this time last year, in a big speech he gave on the eve of his first visit to Asia as foreign secretary.

Mr Hague argued that Britain should look beyond Europe and concentrate on building bilateral relations with emerging powers like India and Brazil. He also suggested that in some areas of the world - notably Asia and Africa - the links forged during Britain's imperial past gave it a competitive edge.

The Arab Spring seems to have changed all that. The foreign secretary's focus has moved closer to home - to the Middle East and North Africa rather than Asia and Latin America - and the main institutional lever he discussed in his Mansion House speech was the EU.

There is a sound historical reason for this.

The European Union's response to the revolutions of 1989 has been one of its greatest success stories. The political and economic changes required by the accession process for new members have transformed the lives of millions of people from the Baltic to the Balkans.

But there are two reasons to be sceptical about whether the same political alchemy will work this time.

The first is that emerging Arab democracies are most emphatically not being offered EU membership.

The free movement of goods is one thing, but when I suggested to the foreign secretary that his idea for a new partnership with the Arab world might be extended to allow the free movement of peoples, he bridled.

"I think that would be deeply destabilising," he said.

The second is that the European Union is nothing like as confident about itself as it was in 1989.

The prolonged wrangling over political reform which has dominated its internal debates for much of the last decade and the continuing crisis in the Eurozone have sapped its energies.

There must be a real question mark over whether Mr Hague can generate the sort of political enthusiasm in Europe that his ambitious project demands.

The foreign secretary is very conscious of the obstacles he faces, but in his interview for the BBC's Analysis programme he laid down a clear marker that he sees the customs union proposal as a British priority.

"We have to really make that argument," he said. "This is one of the jobs of the British government over the coming weeks and months - to sustain that pressure within Europe."

That suggests a very different agenda for British foreign policy from the one he spelt out a year ago.

Most Medicare Patients With Cancer Get Good Surgical Care: Study (HealthDay)

MONDAY, June 20 (HealthDay News) -- Most U.S. cancer patients covered by Medicare receive appropriate surgical care at the nation's hospitals, a new study finds.

Researchers found that while most hospitals follow established practice surgical guidelines in treating these patients, some diverge from the guidelines. The study, published online June 20 in the journal Archives of Surgery, was partially funded by the American Surgical Association.

In the study, Dr. Caprice C. Greenberg, of Brigham and Women's Hospital in Boston, and colleagues analyzed national data on surgical treatment of Medicare patients aged 65 and older who were diagnosed with one of five types of cancer -- breast, colon, gastric, rectal or thyroid -- between January 2000 and December 2005. The study authors focused on 11 National Comprehensive Cancer Network (NCCN) guidelines for surgical care of cancer patients.

More than 90 percent of hospitals adhered to seven of the 11 guidelines. The guidelines most likely to be followed were those with a high NCCN rating.

Among those who were most likely to receive appropriate cancer care were patients who were white, younger, healthier, wealthier, had less-aggressive cancers and lived in the Midwest, the researchers found.

"It is critical that surgeons focus on generation of the data necessary to inform clinical decision making and promote high-quality surgical care," the study authors noted in a journal news release.

Manhattan office leasing sets new record - Real Estate Foreclosures

Tommy Fernandez - There was good news for the Manhattan office market on two fronts last week. A surge in office leasing in May pushed the year-to-date volume to 14.2 million square feet, the highest ever, according to a report from Cushman & Wakefield Inc. What's more, on the strength of that activity the overall vacancy rate slipped below 10%?albeit only 0.1 percentage point below?for the first time since March 2009.

Last month alone, tenants snapped up 4.3 million square feet of leased space, the highest one-month total on record. The figure from a year earlier was 2.6 million square feet. Even without Cond? Nast's lease of 1 million square feet at 1 World Trade Center in May, the month's total would have ranked as the highest since the end of 2004.

Predictably, the increased demand for space has pushed prices up. Asking rents hit $55.29 per square foot in May, up 1.7% year-over-year. In fact, some of the surge in leasing activity may be due to tenants' trying to lock up space before rents can rebound from levels that are still well below prerecession peaks, according to Ken McCarthy, senior managing director of research for Cushman.

He noted that many companies put off expansion plans and moves during the recession but that now they are beginning to feel like they cannot wait any longer.

?The history of Manhattan real estate is that of rent spikes,? said Mr. McCarthy. ?At the bottom of this cycle, firms believe it is a good time to conduct a transaction.?

One of the main goals of any cultivated garden is to attract a variety of birds that can then be enjoyed as people watch them feed and interact with their environment. The most common means of enticement are no doubt the ubiquitously popular bird houses and feeders that can be found just about anywhere. But these are not the only ways to guarantee bird sightings in your backyard. In fact, they?re not even the most efficient.

A common complaint among backyard birdwatchers is only getting sporadic activity. This is due primarily to a lack of available cover, which essentially means that a large number of birds will be unique visitors, as there is little incentive for them to stick around.

In order to be attractive for birds, an area must provide ample food and cover. And to achieve this in the most efficient manner, there must be ample flora.

Trees are a must, as well as shrubs and flowers that produce berries and seeds, respectively. The foliage of deciduous plants will provide excellent cover, and if there is enough food to be had, the birds may even decide to nest in your garden.

The key to providing food is to grow trees and plants that can maintain a year-round supply. Basically, you want seeds and berries for the summer and nuts and cones for the winter.

Good trees for summer are those that produce fruit, such as dogwood and crabapple. For winter, conifers are needed. Spruce and pine trees are good examples. Their familiar cones contain an abundance of seeds.

As far as plants go, there is an almost endless variety for summer feeding. There is also the opportunity to attract a particular species of bird, depending on where you live of course. Orange and red plants for example are great for attracting hummingbirds. Various sages and the ever-popular honeysuckle are good for this.

For birds in general, sunflowers are a veritable beacon. They will attract everything from blue jays to chickadees. Snapdragons as well are popular, and even in winter will attract birds if they are left to wither.

Another strategy is to take advantage of wildflowers that are native to your area. Chances are birds naturally feed from them anyway. And of course wild plants are usually more hardy than their more prim cousins.

Finally, don?t forget berries. Hollies are excellent sources along with viburnums. And for autumn, try rugosa roses. These Siberian flowers are the most disease resistant roses in the world and they thrive in cold temperatures. During the fall, they produce rose hips and provide an excellent supply of food for birds.
