The Manager of Learning Measurement will be responsible for partnering with various business units to determine comprehensive solutions that support workforce performance and engagement; will manage the work effort involved in providing timely, competent and insightful learning measurement and analysis to support/improve decision making and optimization of human capital learning investments. This will require the combination of and analysis of data from multiple enterprise systems along with information collected from employee surveys, interviews and focus groups in a way that best measures learning and development programs? effectiveness and business impact.
Essential Functions and Responsibilities: ? Make quality decisions based on thorough analysis, personal experience and effective judgment. ? Make decisions in a timely manner, sometimes with incomplete information and under tight deadlines and pressure. Effectively focus self and others on what?s important for accomplishing the goal or task at hand. ? Accomplish goals by obtaining resources, coordinating activities and arranging information in a useful manner. Use time efficiently by planning effectively and focusing on priorities. ? Address conflict quickly and effectively by listening and finding common ground between parties. ? Focus on bottom-line results and constantly strive to exceed goals personally and through others. ? Take a comprehensive approach to issues, focusing on how things interrelate and have an impact both in the present and in the future. ? Focus time, interest and effort on developing others. Establish compelling development plans and provide timely performance and development feedback. Inspire productivity by establishing a clear vision, maintaining two-way communication, and distributing the workload in a planful and organized manner. Establish clear objectives and a sense of ownership among team members and then carefully monitor progress and results. ? Understand and effectively navigate complex relationships and situations throughout the organization. ? Relate effectively with top management. ? Create a climate of engagement and productivity by empowering others and encouraging them to contribute ideas and make decisions. ? Responsible for delivery of analyses and evaluation of all Learning initiatives, including relevant learning metrics and identification of data trends, anomalies and root causes of issues. Define Key Performance Indicators (KPIs) that will provide insight into analyzing the relationships between learning initiatives, employee reaction, and business outcomes.

POSITION REQUIREMENTS ? Bachelor?s in HR, business, statistics, finance or social/opinion research. ? 5-7 years experience designing and conducting research and evaluation studies, as well as analyzing and reporting data to create actionable insights and recommendations ? Ability to work independently in a dynamic environment ? Experience with business intelligence and HR data analytics ? Microstrategy experience a plus ? Strong analytical skills; able to understand what data is important and how to analyze and synthesize it to be meaningful to stakeholders. ? Strong problem solving and conceptual thinking skills with an acute attention to detail and accuracy. ? Project management skills including planning, execution and follow-through. Ability to work with and hold accountable third-party consultants to meet deliverables. Excellent teamwork and interpersonal skills; experience as a leader in an environment where the ability to influence and build productive alliances with stakeholders is critical. ? Excellent verbal and written communication and presentation skills. ? Familiarity with HR systems such as PeopleSoft, Plateau.
PREFERRED QUALIFICATIONS ? Master?s degree in HR, business, statistics, finance or social/opinion research ? Strong understanding of statistics, psychometrics and key performance indicators and expertise with statistical or research applications such as SPSS, SAS and online survey platforms. ? Strong knowledge of HR and business metrics, as well as business intelligence strategies.
