In New York, CIA and Secret Service personnel sifted through debris carted from the trade center to a Staten Island landfill for lost documents, hard drives with classified information and intelligence reports. The CIA declined to comment.
Two weeks after the attacks, archivists and librarians gathered at New York University to discuss how to document what was lost, forming the World Trade Center Documentation Task Force. But they received only a handful of responses to survey questions about damaged or destroyed records.
"The current atmosphere of litigation, politics and overall distrust surrounding the 9/11 attacks has made information sharing and compilation a complex task," said the final 2005 report of the project.
Federal agencies are required by law to report the destruction of records to the U.S. National Archives and Records Administration ? but none did. Federal archivists called the failure understandable, given the greater disaster.
After Sept. 11, "agencies did not do precisely what was required vis-a-vis records loss," said David S. Ferriero, the Archivist of the United States, in an email to The Associated Press. "Appropriately, agencies were more concerned with loss of life and rebuilding operations ? not managing or preserving records."
He said off-site storage and redundant electronic systems backed up some records; but the attacks spurred the archives agency to emphasize the need for disaster planning to federal records managers.
Said Steven Aftergood, the director of the project on government secrecy at the watchdog group the Federation of American Scientists: "Under extreme circumstances, like those of 9/11, ordinary record keeping procedures will fail. Routine archival practices were never intended to deal with the destruction of entire offices or buildings."
Only the U.S. Attorney's Office of the Southern District formally requested help from federal archivists after discovering stored case files kept had been damaged by mold and water.
The EEOC had to reconstruct 1,500 discrimination case files, said Elizabeth Grossman, supervisory trial attorney for the agency in 2001 at the time of the attacks. Cases were delayed for months. Computers had been backed up only as of Aug. 31, 2001. Witness interviews had to be conducted all over again.
The Port Authority of New York and New Jersey, which owns the region's airports, bridges and the World Trade Center, had much of its archives and the contents of its library ? which had closed in 1995 as a cost-cutting measure ? in the building.
But a decade later, it only has "a general idea" of what documents were destroyed, Port Authority spokesman Steve Coleman said, including most of its video and photo archives, board meeting minutes and the compact that created the bi-state agency. It was kept on the 67th floor of the north tower.
"We do not have a detailed list" of the missing records, Coleman said in an email. The agency meticulously stores thousands of tons of steel from the building and other wreckage of the trade center in a hangar at Kennedy Airport.
A meeting had been scheduled ? on Sept. 11, 2001 ? between the agency and a group of libraries that had wanted to claim parts of the Port Authority collection, stored in the north tower. The meeting had been postponed at the last minute, said Ronald Becker, the head of special collections at Rutgers University Libraries, who was supposed to attend.
Not everything was lost. Copies of inventories had been sent out to the libraries that had sought to take parts of the collection, and as workers sifted through the rubble at ground zero, they found remnants of a photographic collection kept by the agency. Tens of thousands images dating back to 1921 were restored from what had been a collection of one million before the attacks.
One photo contact sheet ? a picture of the Port Authority's aviation director ? was discovered by a recovery worker two days after the attacks. It was given to the Sept. 11 museum, along with office IDs, letters and other bits of paper that were recovered in the rubble in the days and weeks afterward.
Jan Ramirez, the curator of the National September 11 Memorial & Museum, said there was no historical consciousness surrounding the site before it was destroyed.

Industry officials also attribued the rise in chana prices to the lower area under under kharif, or, summer-sown pulses.

Under this system the rule of law was replaced with ?a whole series of micro-decisions which foster the meshing of logics characteristic of Tunisian modes of government? and ?make the control and individual surveillance of everyone possible?.
Roughly a fifth of The Force of Obedience is spent investigating banking, where this mixture of corporatism, paternalism and corruption was most apparent. For instance, debtor-friendly laws prevented the collection of bad debts and discouraged domestic investment. As a consequence, access to credit was determined by political connections as much as management competence, while financial institutions themselves depended on deposits from the myriad of state firms to survive. Hibou illustrates this process by citing the case of BIAT (Banque Internationale Arabe de Tunisie), which was severely punished after its founder criticized the economic policies of Ali?s regime.
Even the more traditional security mechanisms made extensive use of economic networks. Although Tunisia was heavily policed, the heavily regulated taxi sector was required to spy on passengers, as much to intimidate the population and spread ?the idea that everything is being listened to, including the most anodyne discussions?, as to gather intelligence. Similarly, the punishment of dissidents focused on making them unemployable by confiscating their qualifications and putting them under de-facto house arrest. The overall aim of these measures was to ?set a person apart, ostracize him and exclude him, subject him to trials and tribulations, and increase the sense of vanity associated with political communication?.
Although economic problems and pressure from international institutions would force Ben Ali to repeatedly pledge to institute economic reforms, Hibou argued that most of the controls persisted. Chapters 8 and 9 focus on how the changes were either left incomplete or deliberately subverted.? One tactic was to ?restructure? the enterprises immediately before their movement to the private sector by lumbering them with uneconomic contracts and obligations, leading to financial instability which forced them to continue their dependence on the Tunisian state. In other cases, their ownership was simply transferred to another public body with only a nominal amount of capital moved to the private sector.
Indeed, the rhetoric of ?modernisation? was used in some cases to justify policies that increased the power of the state. From the middle of the 1990s the government gave large fiscal incentives to firms who were willing to commission research from private consultancies as to how they could adopt new processes and technologies. Although Hibou scrupulously acknowledges that the efforts initially boosted productivity, the business community quickly became disillusioned at the ?proliferation of interventions? where ?studies are carried out because studies need to be carried out; enterprises find their hand forced to enter the program, to publicize it, to take part in delegations abroad and to vaunt the merits of Tunisia?.
Of course, Hibou has a preference for jargon and her style can be ponderous, though this may be due to the translation. The role that France played in enabling Ali could have been developed further, especially given that the Tunisian intelligence service were able to burglarise Hibou?s offices. Instead of simply rewriting the introduction for the updated edition (the original was written in 2004/5 and published in 2006), it might have been worthwhile to include an additional chapter on why the system of repression finally collapsed.
However, these shortcomings do not prevent The Force of Obedience becoming a powerful reminder that, to paraphrase President Obama?s recent speech, the future of the Arab world will depend on the interactions between street vendors and those in power.

ZURICH (AFP) ? Asian football supremo Mohamed bin Hammam was banned from the game for life after being found guilty of corruption following a two-day hearing of FIFA's ethics committee.
The 62-year-old Qatari, the president of the Asian Football Confederation (AFC), had been accused of trying to buy votes in the FIFA presidential election with $40,000 cash gifts to Caribbean football officials.
"The official Mr Bin Hammam is hereby banned from taking part in any kind of football-related activity at national or international level for life," ethics committee deputy chairman Petrus Damaseb announced on Saturday.
Bin Hammam did not attend the hearing, which took place behind closed doors at FIFA headquarters in Zurich, but he told AFP in a telephone conversation on Saturday evening that he intended to appeal.
He specified that the first step would consist of making an appeal to FIFA, but he has previously declared that he is prepared to take his case to the Court of Arbitration for Sport (CAS) and, if necessary, the civil courts.
Bin Hammam, the most high-ranking FIFA figure to be convicted of corruption, also reacted to the decision on his blog by publishing a scanned copy of a personal letter sent to him by FIFA president Sepp Blatter in 2008.
In the letter, which Blatter addressed to "My dear brother," Bin Hammam highlighted a phrase in which the 75-year-old Swiss had written: "Without you, dear Mohamed, none of this would ever have been possible".
Below the letter were the words: "This is only the battle, not the war..." -- suggesting that he holds Blatter at least partly responsible for his fate.
The head of Bin Hammam's legal team, Eugene Gulland, read out a statement from him after the verdict was announced.
"Mr Bin Hammam rejects the findings of the FIFA ethics committee hearing and maintains his innocence," said Gulland. "He will continue to fight his case through the legal routes that are open to him.
"The FIFA ethics committee has apparently based its decision on so-called 'circumstantial evidence', which our case has clearly demonstrated was bogus and founded on lies told by senior FIFA officials."
Whistle-blowers said Bin Hammam tried to bribe officials to vote for him by distributing cash-stuffed envelopes during a Caribbean Football Union (CFU) meeting in Port of Spain, Trinidad and Tobago, on May 10-11.
CFU officials Debbie Minguell and Jason Sylvester, also being investigated by the ethics committee over claims they helped hand out the money, were each banned from football-related activity for a year.
In addition, Damaseb revealed that the committee had rejected an accusation of racial discrimination made by CFU members against CONCACAF general secretary Chuck Blazer, who sparked the initial investigation into the bribery claims.
However, Blazer was warned over comments he made at a CONCACAF meeting on May 30 that certain CFU members were "under investigation", which FIFA said was "not true".
Former FIFA vice-president and CONCACAF president Jack Warner was also charged over his alleged role in the affair, but his resignation from FIFA last month prompted the organisation to drop all the charges against him.
Damaseb admitted that Warner's absence from the proceedings was a matter of regret.
"Mr Jack Warner chose to resign and by that action he placed himself beyond the jurisdiction of this committee," said Damaseb.
"Everyone would have wanted him to appear and face the charges and explain his conduct, but he chose not to do that."
Damaseb also said that the evidence reviewed by the committee during the hearing had yielded grounds for investigations into the conduct of other parties, but he did not reveal who they were.
Bin Hammam's withdrawal from the presidential election gifted a fourth straight term in office to his former ally Blatter, who made cleaning up FIFA's tarnished image a post-election priority.
The Qatari, who had been instrumental in winning the hosting rights of the 2022 World Cup for his tiny Gulf state, had expected to be punished by the ethics committee.
"It seems likely that FIFA has already made its decision weeks ago," he wrote on his blog in the build-up to the hearing.
"So none of us should be completely surprised if a guilty verdict is returned."
Acting AFC president Zhang Jilong, the favourite to succeed Bin Hammam at the head of the organisation, said it was "a sad day for AFC and Asian football."
He added: "AFC respects world football governing body FIFA's decision and we also acknowledge former AFC president Mohamed bin Hammam's inalienable right to lodge an appeal against the decision."
